Union Budget 2026-27 में Scholarship Allocation को लेकर बड़ा बदलाव किया गया है। SC, ST, और OBC Students के लिए Scholarship में ₹1,000 करोड़ से ज्यादा की बढ़ोतरी की गई है, लेकिन Minority Students के लिए Scholarship में भारी कटौती कर दी गई है।
Finance Minister Nirmala Sitharaman ने 1 फरवरी 2026 को जो Budget पेश किया, उसमें Merit-cum-Means Scholarship for Minority Students को लगभग खत्म ही कर दिया गया है। इस Scheme का Budget ₹7.34 करोड़ से घटाकर सिर्फ ₹6 लाख कर दिया गया है – यानी 99% से ज्यादा की कटौती!
SC/ST/OBC Scholarships में बड़ी बढ़ोतरी
अच्छी खबर ये है कि Scheduled Caste, Scheduled Tribe, और Other Backward Classes के Students के लिए Pre-Matric और Post-Matric Scholarships में ₹1,000 करोड़ से ज्यादा का इजाफा किया गया है।
Ministry of Social Justice and Empowerment के तहत आने वाली SC/OBC Scholarship Schemes को मजबूत किया गया है। Ministry of Tribal Affairs की ST Scholarship Schemes में भी अच्छी बढ़ोतरी हुई है।
Education Expert Dr. Ramesh Kumar कहते हैं, “ये बढ़ोतरी सही दिशा में कदम है। SC/ST/OBC Students को Higher Education के लिए Financial Support बहुत जरूरी है। लेकिन Minority Students के Scholarships में इतनी भारी कटौती चिंताजनक है।”
कितने Students को मिलेगा फायदा?
Post-Matric Scholarship Scheme से हर साल लगभग 40 लाख SC/ST/OBC Students को फायदा मिलता है। Budget बढ़ने से अब और ज्यादा Students को Scholarship मिल सकेगी।
Pre-Matric Scholarship (Class 9-10 के Students के लिए) में भी अच्छा इजाफा हुआ है। इससे School Level पर ही Students को Financial Support मिलेगा और Dropout Rate कम होगी।
Minority Scholarships में भारी कटौती
सबसे बड़ा Shock Merit-cum-Means Scholarship में आया है। ये Scholarship Minority Community के उन Students के लिए थी जो Engineering, Medical, Management जैसे Professional Courses कर रहे हैं।
2025-26 में इस Scheme का Budget ₹7.34 करोड़ था। Budget 2026-27 में इसे घटाकर सिर्फ ₹6 लाख कर दिया गया है। ये 99.2% की कटौती है – यानी Scheme को लगभग खत्म ही कर दिया गया है।
Maulana Azad National Fellowship (Research Scholars के लिए) में भी 16% की कटौती की गई है। Madrasa Education के लिए Funding फिर से Zero कर दी गई है।
Students और Organizations की Reaction
Students Islamic Organisation (SIO) ने इस कटौती की कड़ी निंदा की है। SIO के National President ने कहा, “ये Budget Minority Students को Education से दूर धकेलने की कोशिश है। Professional Courses बहुत महंगे हैं और बिना Scholarship के गरीब Minority Students इन्हें Afford नहीं कर सकते।”
कई Education Activists ने भी सवाल उठाए हैं कि एक Community के Students के लिए Scholarship बढ़ाते हुए दूसरी Community के Students की Scholarship क्यों काट दी गई।
Post-Matric Scholarship Details
SC/ST/OBC Students के लिए Post-Matric Scholarship की Details ये हैं:
Class 11-12 के Students को ₹1,000 से ₹3,000 प्रति महीना मिलता है (Course और Hostel/Day Scholar के हिसाब से)। Graduation (BA/BSc/BCom) Students को ₹3,000 से ₹5,000 प्रति महीना मिलता है।
Professional Courses (Engineering/Medical/MBA) के Students को ₹5,000 से ₹8,000 प्रति महीना मिलता है। PhD और Research Students को ₹8,000 से ₹12,000 प्रति महीना मिलता है।
इसके अलावा Books, Stationery, और Other Expenses के लिए भी अलग से Amount दी जाती है।
Eligibility Criteria क्या है?
Post-Matric Scholarship के लिए Student का SC/ST/OBC Category से होना जरूरी है। Family की Annual Income ₹2.5 लाख से कम होनी चाहिए (हालांकि Government इस Limit को Revise करने पर विचार कर रही है)।
Student ने Previous Exam में कम से कम 50% Marks लाए हों। Recognized Institution में Admission होना चाहिए। National Scholarship Portal पर Registration जरूरी है।
Pre-Matric Scholarship में भी बढ़ोतरी
Class 9 और 10 के SC/ST/OBC Students के लिए Pre-Matric Scholarship में भी अच्छा इजाफा हुआ है। इस Scheme का मकसद School Level पर ही Students को Financial Support देना है ताकि वो Dropout न हों।
Pre-Matric Scholarship में Day Scholar Students को ₹225 प्रति महीना और Hostellers को ₹525 प्रति महीना मिलता है। इसके अलावा Books और Stationery के लिए ₹750 सालाना दिया जाता है।
Education Ministry के Data के अनुसार, Pre-Matric Scholarship से हर साल लगभग 1 करोड़ Students को फायदा मिलता है। Budget बढ़ने से अब और ज्यादा Students Cover हो सकेंगे।
National Overseas Scholarship में क्या बदलाव?
National Overseas Scholarship (विदेश में पढ़ाई के लिए) में कोई बड़ा बदलाव नहीं किया गया है। ये Scholarship SC/ST Students को Foreign Universities में Masters और PhD करने के लिए दी जाती है।
इस Scholarship में पूरी Tuition Fees, Living Expenses, Travel Cost, और Books का खर्च Cover होता है। हर साल लगभग 125 Students को ये Scholarship मिलती है।
Selection बहुत Competitive है। Student की Academic Performance, Entrance Exam Scores, और Interview Performance के आधार पर Selection होता है।
Top Universities में Admission का मौका
National Overseas Scholarship से Students Oxford, Cambridge, Harvard, MIT जैसी Top Universities में पढ़ सकते हैं। पूरा खर्च Government उठाती है।
लेकिन Condition ये है कि पढ़ाई पूरी करने के बाद Student को India वापस आकर कम से कम 5 साल काम करना होता है। ये Bond Sign करना पड़ता है।
State Government Scholarships पर Impact
Central Government के Budget Changes का असर State Government Scholarships पर भी पड़ेगा। कई States Central Schemes के साथ अपनी Schemes भी चलाती हैं।
UP, Bihar, Maharashtra, West Bengal जैसे States में अपनी अलग Scholarship Schemes हैं। लेकिन Central Funding कम होने से State Governments पर भी Pressure बढ़ेगा।
UP Scholarship Portal पर हर साल लगभग 60 लाख Students Apply करते हैं। State Government को अब अपने Budget से ज्यादा Amount देनी पड़ सकती है।
Students को क्या करना चाहिए?
अगर आप SC/ST/OBC Category से हैं तो जल्दी से Scholarship के लिए Apply करें। National Scholarship Portal पर Registration करें और सभी Documents Upload करें।
Minority Students के लिए हालात मुश्किल हैं, लेकिन कुछ Private और NGO Scholarships Available हैं। Maulana Azad Education Foundation, Jamia Millia Islamia, Aligarh Muslim University जैसी Institutions अपनी Scholarships देती हैं।
State Government Scholarships भी Check करें। कई States अपनी अलग Schemes चलाती हैं जो Central Schemes से Independent हैं।
Application Process कैसे करें?
सबसे पहले National Scholarship Portal (scholarships.gov.in) पर जाएं। Fresh Registration करें या Login करें। अपनी Category और Course के हिसाब से Scheme Select करें।
Personal Details, Academic Details, Bank Details सब सही-सही भरें। जरूरी Documents Upload करें – Caste Certificate, Income Certificate, Marksheets, Bank Passbook, Aadhaar Card।
Institute Verification जरूरी है। आपके College/School को Portal पर Verify करना होगा। उसके बाद ही Scholarship Process होगी।
Political Reactions और Controversy
Budget में Scholarship Allocation को लेकर Political Parties में बहस छिड़ गई है। Opposition Parties ने Minority Scholarships में कटौती को “Discriminatory” बताया है।
Congress President Mallikarjun Kharge ने कहा, “BJP Government लगातार SC/ST/OBC और Minority Students की Scholarships काट रही है। ये Students के Future के साथ खिलवाड़ है।”
Government का कहना है कि Budget Allocation Utilization और Need के आधार पर किया गया है। कुछ Schemes में Funds का Proper Utilization नहीं हो रहा था, इसलिए Reallocation किया गया।
Expert Opinion: क्या सही है?
Education Policy Expert Prof. Anita Sharma कहती हैं, “Scholarship Allocation में Balance होना चाहिए। सभी Marginalized Communities के Students को Equal Support मिलनी चाहिए।”
वो आगे कहती हैं, “SC/ST/OBC Scholarships बढ़ाना अच्छी बात है, लेकिन Minority Scholarships को लगभग खत्म करना Justified नहीं है। Professional Education बहुत महंगी है और गरीब Students के लिए Scholarship ही एकमात्र रास्ता है।”
Economist Dr. Rajiv Mehta का कहना है, “Government को Overall Education Budget बढ़ाना चाहिए। एक Community की Scholarship बढ़ाने के लिए दूसरी Community की Scholarship काटना सही Approach नहीं है।”
Future में क्या होगा?
Government ने Income Limit Revision की बात कही है। अभी ₹2.5 लाख की Annual Income Limit है, इसे बढ़ाया जा सकता है। इससे Middle Class के Students को भी Scholarship मिल सकेगी।
Parliamentary Committees ने Scholarship Schemes की Review की Recommendation दी है। 2026-27 से 2030-31 तक के लिए नई Guidelines बनाई जा रही हैं।
Digital Scholarship Disbursement को और Improve किया जाएगा। DBT (Direct Benefit Transfer) से Students के Account में सीधे पैसे जाएंगे, बीच में कोई Delay नहीं होगा।

Central Government Scholarships के अलावा कई और Options भी हैं:
AICTE Scholarships – Technical Education के लिए। UGC Scholarships – Research और Higher Studies के लिए। INSPIRE Scholarship – Science Students के लिए। PM Scholarship Scheme – Armed Forces के बच्चों के लिए।
Private Scholarships भी Available हैं – Tata Trusts, Reliance Foundation, Azim Premji Foundation, और कई NGOs Scholarships देते हैं।
जो Students JEE Main या अन्य Competitive Exams की तैयारी कर रहे हैं, उनके लिए भी Special Coaching Scholarships Available हैं।
Conclusion: Mixed Reactions
Budget 2026-27 में Scholarship Allocation को लेकर Mixed Reactions आ रहे हैं। SC/ST/OBC Students खुश हैं कि उनकी Scholarships बढ़ी हैं, लेकिन Minority Students परेशान हैं।
Education Activists का कहना है कि सभी गरीब Students को Equal Support मिलनी चाहिए, चाहे वो किसी भी Community से हों। Scholarship का मकसद Education को Accessible बनाना है, न कि किसी को Exclude करना।
आने वाले महीनों में देखना होगा कि Government इस Controversy को कैसे Handle करती है और क्या Minority Scholarships में कोई Revision होता है।
